Baltimore H2O/Water Discount Application

Use this application to apply for both BH2O and the Emergency COVID-19 Water Discount. Baltimore H2O is a Baltimore City water payment assistance program that combines the best of existing assistance programs—rate reductions, fee waivers, income-based eligibility—and provides help to customers before they fall behind on their bills. BH2O is divided into two categories: BH2O Assists and BH2O Plus.

BH2O Assists

BH2O Plus

  • Charges for water and sewer usage are discounted by 43%.
  • The Bay Restoration and Storm Water Remediation fees are not applied.
  • This assistance takes about $40 off a “typical” residential water bill; each customer sees different bills based on water consumption and meter size.

  • Applicant lives at the property of record.
  • Total household income does not exceed the gross income thresholds, click here.
  • Only one bill account per service address is eligible to receive this discount.
